Varanasi is all about its Ghat and the best way to visit the ghats, see all of them is via the boat ride.
You must negotiate with the boat owner for a good price. The prices can hugely come down if you are good in negotiation. Also, only rent the boat which has safety instruments in it.
The best time to book a boat is during the evening during the aarti time.

The Ghats in Varanasi are Riverfront steps leading to River Ganges, There are nearly 88 ghats in Varanasi where bathing, pooja ceremonies are held. The most prominent of the ghats and by far the largest and cleanest is Dashashwamedha ghat where Bramha performed Ashwamedha yagna. Boating down the Ganges River during sunrise is one of the main attractions in Varanasi. Stop by the Kashi Vishwnath Temple, also known as Golden Temple, and see the outside of the beautiful temple. Though you can enjoy Ganga Arti from the steps of the ghats, but Ganga Arti on Boat gives you unique opportunity to explore the full view of Ganga Arti ritual from front. Boat trips on the Ganges. All along the ghats, and especially at the main ones such as Dashaswamedh, the prices of boat rental are highly inflated, with local boatmen under pressure from touts to fleece tourists and pilgrims.
