I haven't been inside the building, but have been here twice to cover diplomatic events. The cultural centre usually post bilateral and multilateral meetings with foreign dignitaries.
The media is usually stationed in a large open field, opposite to the wide steps leading upto the verandah of the cultural centre. The cameras are set up to catch shots of the dignitaries while arriving and leaving. TV reporters also do their piece to camera with the building in the background.
The field in question is made into a temporary covered, aur conditioned, media centre where journalists usually sit, watch the engagements that are taking place inside, make calls and write their stories.

This place is for diplomatic and defences events.
I don't know if people can visit it normally but I did when I went to rastrapati bhawan. My uncle works there and he took me to visit the place with the permission of appropriate officers. It was quite beautiful then we went to rastrapati bhawan guest's house and damn that was a beautiful place with beautiful and enormous rooms.

This place is mainly for Diplomatic events. You can see several paintings of our former Presidents here inside. Hi security area, mainly used by our delegates and other Nation diplomats.
