Most people come to this place to visit Palace, chogyal memorial park is not in use, I am not sure whether people visit there but yes below it, there is white hall and flower garden where you can see various flowers. To visit that place you need to buy tickets.

Please visit it's situated at walking distance of 10-15 min for Mg. Marg and flower show is also nearby

But nothing to see unless u want to buy some seeds and plants. Otherwise it is too small. And not much to see.
