I have been here for marriage certificate. Officers there are so reluctant to work.
I went at 4pm along with my wife and 3 witnesses and told them that I came for marriage certificate. I was asked to wait. After waiting for half an hour I went to query why I was not called. The helper said that I have to wait for minimum two hours. I kind of guessed what this guy meant. I asked him if they were going to stay after 5pm. He said they won't stay. I asked him face to face if they are not going to stay after 5pm what is the point of making me wait. They want to get some bribe from me and they can't ask me directly so they were making me wait. What ever the case might be I told them to allot me a specific time in the next day so that I don't have to wait. They asked me to come at morning 11am. I went there at morning 11am sharp and came to know that the concerned person for marriage registration is out of office for some family medical emergency (don't know if it's true or not). The helper was even reluctant to give the number. Anyway I compelled them to give me his number so that I can talk and get my work done.
Finally after talking to the person he asked his colleague to finish the work. Even this guy took his own time in getting the work done and made us wait long. After one hour the witnesses were called and asked to sign on some papers. After this myself and my wife were asked to be present before the sub-registrar. This sub-registrar is a lady and she was creating a scene with the helper saying that why he misplaced the green ink pen on her table and why my application is processed by someone else when the concerned person is not present etc. Finally the certificate is signed and handed over to the helper for a stamp. The helper before handing over the certificate asked me Rs 1710. I know what he exactly ment but with a serious face I asked what is that fee for?
He said this is what every one gives and added it is my wish to give or not. I just walked away without saying anything after taking the certificate.

Most of the officers in the office including the sub-registrar I think are part of this, where everyone gets their share from the bribe paid.
I did not pay any bribe as I know what their rules are and what document I need to carry etc to get the work done.
But common man I.e general public from near by villages etc are easy targets for these officers. Their applications will not be processed unless they are approached via a broker. If they approach directly they will be made to wait and documental mistakes will be pointed out one on each day so that the person will waste his time and run back and forth before approaching them with a broker.

Concerned authorities please take some action against these people.
