Not sure what it does anymore besides serving as a landmark although I'm sure it must've served a purpose in the past. I've never really got to check if the clock works because there's always traffic. No renovation has been done on it as far as I know.

The city tower in dimapur is basically a round about in the middle of the circular road. It's iconic in the sense that it has been standing there for many years. Having said that it's now high time to be renovated or repaired. Even the clocks are down for ages.
